Adds exemption to North Carolina alcohol law permitting individuals to trade or exchange lawfully purchased spirituous liquor without obtaining a permit

Requires that trades or exchanges only involve spirituous liquor for other spirituous liquor, occur between individuals for personal use only, and exclude resale

Restricts trades to spirituous liquor that has been approved for sale in North Carolina and is not unfit for human consumption, excluding antique spirituous liquor

Directs the Alcoholic Beverage Control Commission to adopt temporary rules to implement the provision

Becomes effective October 1, 2021, and applies to trades or exchanges made on or after that date
