North Carolina General Assembly opposes any federal attempt to usurp or interfere with the state's sovereign authority to manage, control, and administer elections.

Assembly does not support H.R. 1 (federal legislation) and urges members of the U.S. House and Senate to oppose it, citing concerns about extended voting periods, public financing mandates, voter roll maintenance restrictions, voter identification interference, and ballot harvesting regulations.

Assembly argues the U.S. Constitution reserves election management power to the states, with only limited exceptions in the Elections Clause and the Fifteenth, Nineteenth, Twenty-Fourth, and Twenty-Sixth Amendments.

Secretary of State shall transmit the resolution to the President and Speaker of the U.S. Congress, congressional leadership, all members of North Carolina's Congressional delegation, and presiding officers of all state legislatures.

Resolution becomes effective upon ratification.
