Updates the reference date for State Nature and Historic Preserve components from May 2, 2017 to June 7, 2022, affecting all listed state parks, natural areas, and historic sites.

Removes specific tracts from the State Nature and Historic Preserve at multiple parks including William B. Umstead, Crowders Mountain, Hanging Rock, South Mountains, Jockey's Ridge, and others, with most deleted tracts restricted to exchange or sale only for park expansion purposes.

Authorizes easements for utility companies and service providers across park lands, including Duke Energy at Lake James State Park, Piedmont Natural Gas at Mountains-to-Sea Trail, and broadband providers at Lower Haw State Natural Area.

Allows communications tower sites at Mount Jefferson and Chimney Rock state parks to be used by state agencies and local governments for public safety and emergency management devices.

Repeals G.S. 143-260.10C, 143-260.10G, 143-260.10H, 143-260.10I, and 143-260.10J relating to specific state historic sites.
