Local school administrative units must transfer per pupil shares of local current expense funds to charter schools within 30 days of receiving money or the charter school's enrollment verification request, whichever is later.

Charter schools must send enrollment verification and transfer request documents to local units monthly, listing only student name, age, grade, address, enrollment/withdrawal dates, district of residence, and identification number.

Local units that fail to transfer funds within the required 30-day period must pay a 3% late fee if not electronically transferred within 15 days of written notice, plus 8% annual interest until payment is made.

The Superintendent of Public Instruction shall create standardized enrollment verification documents and transfer procedures requiring electronic transfer to the extent practicable.

Local units and charter schools may use the State Board mediation process to resolve disputes over calculation and transfer amounts, with the unit able to delay only the disputed amount while continuing to transfer undisputed amounts.
