Establishes an Advisory Council on Pediatric Acute-Onset Neuropsychiatric Syndrome (PANS) and Pediatric Autoimmune Neuropsychiatric Disorder Associated with Streptococcal Infections (PANDAS) within the Department of Health and Human Services to advise on research, diagnosis, treatment, and education.

Council membership includes 14 appointed positions including medical professionals (pediatricians, neurologists, immunologists, child psychiatrists), educators, parents, legislative representatives, and advocacy organization representatives, plus ex officio members from the Secretary's office and Joint Legislative Oversight Committee.

Members serve three-year terms with a maximum of two consecutive terms; the first meeting must convene by October 1, 2021, with a majority vote required for official council actions.

Council must file annual reports to the Secretary, Governor, and Joint Legislative Oversight Committee starting January 15, 2022, addressing practice guidelines, clinical education mechanisms for physicians, outreach strategies, and development of a volunteer expert network.

The act becomes effective July 1, 2021.
