Increases the validity period for traffic-control officer authorization cards from two to three years from the date of issuance.

Establishes two alternative training pathways for traffic-control officer appointments: at least three hours of training under law-enforcement supervision, or eight hours of approved training through a North Carolina Community College System course (four hours classroom, four hours documented roadside training).

Requires persons completing the community college training course to take a refresher course to be reappointed upon expiration of their initial appointment.

Directs the North Carolina Community College System, in consultation with the North Carolina Justice Academy, to develop and offer a traffic-control officer training program including initial training and refresher course requirements, with authority to charge fees for these courses.

Effective date is October 1, 2021.
