Allows local governments in 11 specified North Carolina counties (Burke, Currituck, Davidson, Davie, Iredell, Montgomery, Richmond, Rockingham, Rowan, Rutherford, and Stanly) to publish required public notices electronically on county-maintained websites instead of or in addition to newspaper publication.

Requires counties adopting electronic notice ordinances to publish access instructions in newspapers monthly for 12 months, maintain notices on websites for at least one year with searchable capability, and file physical copies in a separate notice book.

Permits counties to set reasonable fees to cover administrative costs of electronic notice publication and allows counties to mail or email notices to persons who request them.

Establishes that sworn statements by county employees attesting to website publication of legal notices shall be accepted as prima facie evidence in state courts, with such statements deemed court records when filed with the clerk of superior court.

Applies only to the 11 named counties and any municipalities wholly located within those counties; county adoption of electronic notice ordinances remains optional.
