Fire departments operated or managed by state and local government units must report all aqueous film-forming foam (AFFF) inventory and usage to the Office of State Fire Marshal by July 1, 2022, and annually thereafter.

The North Carolina Policy Collaboratory at UNC Chapel Hill must develop and maintain an online reporting portal by June 1, 2022, to track AFFF storage, deployment, and disposal across the state.

The Office of State Fire Marshal must report annually to the Environmental Review Commission by September 1 on statewide AFFF utilization and inventory data.

Prohibits any person, local government, or state agency from discharging Class B firefighting foam containing intentionally added PFAS chemicals for training or practice purposes.

Prohibits PFAS-containing foam for testing purposes unless required by law and the testing facility has implemented appropriate containment, treatment, and disposal measures; requires non-fluorinated training foams be used for firefighter training.
