• Amends G.S. 150B-18 to clarify that agencies cannot implement or enforce policies, guidelines, or interpretive statements that meet the definition of a rule unless they are formally adopted as rules under the Administrative Procedure Act.

• Requires rules to be adopted in substantial compliance with the Administrative Procedure Act Article to be valid.

• Renders any policy, guideline, or interpretive statement unenforceable if an agency attempts to implement or enforce it inconsistently with the new requirements without formal rule adoption.

• Effective upon becoming law.
