House Bill 366 Summary

• Increases population thresholds from 15,000 to 20,000 for public employees in small municipalities and counties to benefit from public contracts, and raises the contract limit for non-medical services from $40,000 to $60,000 within a 12-month period.

• Requires the Division of Childhood Development and Early Education to post searchable information on its website about kindergarten and nonpublic school scholarship options available by county, updated annually by June 1, effective January 1, 2022.

• Directs the Department of Environmental Quality to study expansion of express permitting programs for job creation and development activities and report recommendations by March 1, 2022.

• Prioritizes wastewater system improvements that protect water supplies of higher-wealth neighboring communities and expands priority consideration for projects improving impaired waters serving large public water systems (more than 175,000 service connections), effective September 1, 2021.

• Allows North Carolina distilleries producing fewer than 10,000 proof gallons annually to directly ship spirituous liquor to consumers in other states, subject to reciprocity requirements, effective September 1, 2021.
