Authorizes water and sewer authorities to suspend standard revenue collection practices during declared public health emergencies to maintain service continuity.

Permits authorities to apply federal, State, and local grants and funds to replace revenues lost due to customer delinquency during emergencies.

Allows authorities to forgive arrears balances for low-income customers when required as a condition of receiving emergency funding.

Defines "low-income" as households with annual income not exceeding 60% of the local area median family income per U.S. Department of Housing and Urban Development figures.

Becomes effective July 1, 2021.
