Appropriates $2,128,000 in nonrecurring funds for each fiscal year of the 2021-2023 biennium to the University of North Carolina Board of Governors for the North Carolina New Teacher Support Program (NC NTSP).

Funds enable new graduates of traditional pathway educator preparation programs teaching in eight specified counties (Anson, Duplin, Nash-Rocky Mount, Northampton, Onslow, Robeson, Tyrell, and Washington) to participate in NC NTSP at no cost to local school administrative units.

Funded support includes participation in the 2021-2022 e-Institute professional conference, assignment of regional instructional coaches to guide improvements in planning and instruction, and access to career-embedded professional development.

Addresses COVID-19 impacts on recent educator preparation program graduates who were unable to complete clinical internships and pedagogy assessments before entering the workforce.

Effective July 1, 2021.
