Modifies G.S. 120-130 to maintain confidentiality of legislator identities and request existence for drafting and information requests to legislative employees, but allows periodic publication of information request lists without revealing the requestor's identity.

Modifies G.S. 120-131 to make documents prepared by legislative employees publicly available once they become bills, resolutions, proposed amendments, committee substitutes, conference committee reports, or are distributed at non-closed legislative meetings.

Clarifies that documents not meeting the public availability criteria under G.S. 120-131 are not considered public records under G.S. 132-1.

Modifies G.S. 120-132 to allow legislative employees to disclose documents or information that would be reflected in official public records or were otherwise publicly disseminated, while maintaining restrictions on disclosure of confidential communications.

Takes effect upon becoming law.
