Requires the Wildlife Resources Commission to keep game lands and wildlife refuges open for equine use (pack and saddle animals) where there is an established tradition of such use.

Applies only to game lands and wildlife refuges located in Haywood County.

Allows the Commission to establish operating hours or close lands temporarily for maintenance or repair work.

Directs the Department of Natural and Cultural Resources and Wildlife Resources Commission to adopt temporary and permanent rules to implement the requirements.

Becomes effective upon enactment.
