Repeals prior hospital assessment provisions from S.L. 2020-88 effective July 1, 2020, and establishes a new Hospital Assessment Act effective July 1, 2021.

Creates modernized hospital assessments on acute care hospitals (public and private separately) calculated quarterly as a percentage of hospital costs, with proceeds funding the State's $110 million annual Medicaid payment, direct hospital payments, capitation payments, and graduate medical education.

Assessment percentages are calculated using multiple components: managed care capitation payments, fee-for-service Medicaid payments, graduate medical education payments, and an intergovernmental transfer adjustment of $40,947,633 per quarter (adjusted annually by market basket percentage).

Sets inpatient hospital financing percentage at 65.74% and outpatient financing percentage at 27.69% for the 2021-2022 fiscal year, with subsequent years adjusted by market basket percentage increases.

Requires the Department of Health and Human Services to report to legislative committees within 60 days of any change in hospital status and to propose replacement or adjustment of the inflation factor used in assessments by January 1, 2026.
