Authorizes the City of Durham to establish a pilot program using electronic speed-measuring systems (automated cameras with sensors) to detect speeding violations in school zones by no later than December 1, 2021.

Violations detected by the systems are noncriminal civil penalties of $250.00 with no points assessed to the vehicle owner or driver.

The registered vehicle owner is responsible for the penalty unless they provide a sworn affidavit within 30 days identifying the actual driver or reporting vehicle theft; failure to respond results in an additional $125.00 penalty.

Durham Public Schools Board of Education may enter into an interlocal agreement with the City of Durham for cost-sharing and reimbursement related to the program.

The pilot program expires three years after implementation or upon submission of a required report to the Joint Legislative Transportation Oversight Committee, whichever is earlier; Durham must also pay a one-time $1,000 fee to the Division of Motor Vehicles.
