Authorizes the City of Greensboro to provide health insurance benefits to former city council members with at least eight years of service who are not receiving retirement benefits.

Allows the city to pay the health insurance premium entirely, partially, or require the former council member to pay entirely, at the city's discretion.

Prohibits Greensboro from providing health insurance to former council members through the State Health Plan for Teachers and State Employees if the city covers only active employees or both active and retired employees.

Permits Greensboro to offer health insurance to eligible former council members through alternative means authorized under Article 7 of Chapter 160A of the General Statutes, excluding the State Health Plan.

Becomes effective July 1, 2021, and applies only to the City of Greensboro.
