Extends the payment deadline for ABC permit renewal fees to 90 days after the Governor signs an executive order rescinding COVID-19 operation restrictions and all executive orders limiting full operation are rescinded or expire, provided permittees notify the ABC Commission in writing of their intent to delay payment.

Requires ABC permittees who delay payment to comply with recycling plan requirements under G.S. 18B-903(b2) before the 90-day period expires.

Permits ABC permittees subject to COVID-19 closure orders who paid renewal fees for the 2020-2021 permit year to request refunds from the ABC Commission, with refunds granted regardless of current operating capacity status.

Directs the ABC Commission to reinstate or reactivate permits that were cancelled or moved to inactive status due to its prior interpretation of the payment deadline rule, without requiring affected permittees to submit applications or pay reinstatement fees.

Makes Section 1 retroactively effective to June 30, 2020, with the remainder of the act effective upon enactment on February 25, 2021.
