Creates new Class F felony offense of "revoked driving felony death by vehicle" for causing an unintentional death while driving with a license revoked for impaired driving and violating any motor vehicle operation law.

Establishes mandatory minimum sentence of 12 months active imprisonment with no suspension for conviction of revoked driving felony death by vehicle.

Requires Division of Motor Vehicles to revoke registration of all motor vehicles registered in the convicted person's name and prohibits re-registration until the person's driver's license is restored.

Convicted person must surrender all vehicle registrations to the Division within 10 days of notice of revocation.

Makes license revocation for this offense permanent under G.S. 20-19(e).

Effective December 1, 2021, for offenses committed on or after that date.
