Eliminates mandatory waiting periods for driver's license restoration or limited driving privileges if the person operates a motor vehicle equipped with a functioning ignition interlock system.

Requires ignition interlock systems to be installed only on vehicles the person will actually drive, rather than all registered vehicles owned by that person.

Eliminates driving time and purpose restrictions when operating a vehicle with a functioning ignition interlock system installed.

Allows courts and the Division of Motor Vehicles to waive or reduce ignition interlock costs for persons earning at or below 150% of the federal poverty line or enrolled in certain public assistance programs (TANF, SSI, SNAP, LIHEAP, Medicaid).

Requires the Joint Legislative Oversight Committee on Justice and Public Safety to study whether ignition interlock system requirements should be expanded to additional convictions and pretrial privileges, with findings due before the 2022 legislative session.
