Divides District Court Judicial District 30 into two new districts: District 30A (Cherokee, Clay, Graham, Macon counties with 3 judges) and District 30B (Haywood, Jackson, Swain counties with 5 judges), effective December 1, 2021.

Realigns Superior Court Judicial Districts 30A and 30B, reclassifying existing superior court judicial assistants as trial court administrators.

Provides for appointment of two additional district court judges for District 30A by the Governor, with successors to be elected in 2022 for four-year terms beginning January 1, 2023.

Adjusts prosecutorial district assignments and full-time assistant district attorney positions for the affected counties, increasing positions in prosecutorial district 43 from 13 to 15 effective January 1, 2023.

Appropriates $553,946 in recurring funds for fiscal year 2021-2022 and $759,038 for fiscal year 2022-2023 to cover two district court judges, one judicial assistant, two assistant district attorneys, and related nonrecurring costs.
