Repeals Article 9 of Chapter 131E of the General Statutes, eliminating North Carolina's Certificate of Need (CON) laws effective January 1, 2022.

Removes CON requirements from definitions and regulatory provisions across multiple statutes, including provisions affecting home health agencies, chemical dependency treatment facilities, and hospital service continuity requirements.

Allows contractors providing inpatient chemical dependency or substance abuse services to inmates of the Division of Adult Correction to construct and operate new facilities without obtaining a certificate of need.

Modifies attorney's fees provisions in civil actions to exclude cases arising under the repealed Article 9 of Chapter 131E from authorization of attorney's fees recovery.

Updates cross-references and definitions in statutes related to long-term care insurance, health care facilities, and residential treatment facilities to remove CON-related language.
