Division of Motor Vehicles must display the amount owed on vehicle records when imposing title or registration stops for unpaid debts, allowing owners to clear stops by paying to the Division or its commission contractors.

Vehicle owners can clear North Carolina Turnpike Authority stops and renew registration or obtain titles by paying the required amount to the Division or a commission contract agent in a single transaction.

Division of Motor Vehicles must develop and submit a plan by March 1, 2023, to improve the process for collecting amounts owed to entities other than the Department of Transportation, enabling same-transaction payment and stop removal.

Repeals G.S. 20-50.4 and updates child support enforcement provisions to reference the new registration stop procedures under G.S. 20-54(a)(15).

Section 2 becomes effective July 1, 2022; Section 3 becomes effective January 1, 2023; remaining provisions effective upon enactment.
