• Creates North Carolina State Board of Chiropractic Examiners consisting of eight members: six practicing chiropractors and two public members representing the general public, with the Board having powers to administer licensure, adopt rules, assess civil penalties up to $500 per violation (maximum $1,000 for multiple violations), and establish standards for acceptable care.

• Establishes licensure requirements for chiropractors including examination or reciprocal licensure for those licensed in other states with equivalent or higher requirements, and requires chiropractic clinical assistants to obtain Board certification within 180 days of employment.

• Certifies diagnostic imaging technicians employed by licensed chiropractors and requires them to demonstrate proficiency in radiographic imaging physics, exposure principles, protection, anatomy, and positioning procedures.

• Requires license renewal on or before December 31 each year with a maximum fee of $300, proof of two days of continuing education, and automatic placement on inactive status if not renewed by January 30; allows reinstatement upon payment of accumulated fees and proof of continued competency.
