H42 - 2020 COVID Relief Bill Modifications

• Extends Extra Credit Grant Program deadlines, allowing applications and amended returns postmarked by May 31, 2021, instead of October 15, 2020, for $335 per eligible individual with qualifying children.

• Modifies COVID-19 relief fund expenditure deadlines from December 30, 2020, to align with applicable federal law and guidance, affecting school nutrition, health support services, summer learning programs, and other relief allocations.

• Transfers additional $39,000,000 to Growing Rural Economies with Access to Technology (GREAT) Fund for broadband expansion grants, with $30,000,000 for a special supplementary grant process extending the award deadline to March 1, 2021.

• Appropriates $2,243,956,854 in federal grants for COVID-19 vaccine preparedness ($94,768,784), school emergency relief ($1,602,591,000), and emergency rental assistance ($546,597,070).

• Establishes North Carolina Pandemic Recovery Office to oversee COVID-19 relief funds with monthly reporting requirements through December 31, 2021, and repeals previous reallocation authority for unused funds.
