Grants the Charlotte Citizens Review Board the power to subpoena witnesses and compel production of evidence during evidentiary fact-finding proceedings in police disciplinary cases.

Authorizes the board chair, vice-chair when acting in the chair's absence, or a majority of board members to issue subpoenas.

Allows the board to apply to Superior Court for an order to compel compliance if a person fails or refuses to obey a subpoena, with the court having jurisdiction to issue the order after notice to all parties.

Applies only to the City of Charlotte and becomes effective upon enactment into law.
