House Bill 428 Summary

• Changes limited teacher licenses from nonrenewable to renewable with evaluation every three years based on effectiveness and EVAAS data for applicable subjects.

• Modifies residency license requirements to allow local boards of education (instead of only governing boards) to request licenses for individuals with bachelor's degrees who have completed relevant coursework or passed content exams.

• Directs the State Board of Education to develop alternatives to examination requirements for converting initial professional licenses and residency licenses to continuing professional licenses by February 15, 2022.

• Extends the retired educator program through June 30, 2024 (previously set to expire June 30, 2021) allowing retired teachers to return to work in high-need schools and innovative schools.

• High-need retired teachers earn first-step salary unless teaching STEM or special education, or serving as school psychologists/speech pathologists/audiologists with advanced degrees, in which case they earn sixth-step salary; principal positions earn base salary for schools with 400 or fewer students.
