Authorizes the North Carolina Division of Motor Vehicles to produce Special Olympics NC special registration plates bearing the Special Olympics North Carolina logo and ending with the suffix "SO"

Establishes an additional fee of $25.00 for Special Olympics NC plates, subject to regular motor vehicle registration fees

Distributes fee revenue from Special Olympics NC plates as follows: $10 to the Special Registration Plate Account and $15 to the Collegiate and Cultural Attraction Plate Account

Requires the Division to transfer quarterly funds from the Collegiate and Cultural Attraction Plate Account derived from Special Olympics NC plate sales to Special Olympics North Carolina for funding athletic programs throughout the state

Becomes effective July 1, 2021
