Establishes the Streamflow Rehabilitation Assistance Program to help eligible grantees (including soil and water conservation districts, political subdivisions, and nonprofits) protect and restore drainage infrastructure by removing debris and sediment from streams, with State funding limited to $50,000 per project.

Requires matching funds from eligible grantees based on county economic development tier status: tier one counties provide $1 for every $3 in State funds, tier two counties provide $1 for every $2, and tier three counties provide $1 for every $1 in State funds.

Appropriates $5,000,000 in nonrecurring funds for fiscal year 2021-2022 and $5,000,000 for fiscal year 2022-2023 from the Coronavirus Relief Fund and General Fund to the Department of Agriculture for the new Streamflow Rehabilitation Assistance Program, with $50,000 reserved per county in each fiscal year.

Appropriates $1,500,000 in nonrecurring funds for fiscal year 2021-2022 from the General Fund to support the existing Community Conservation Assistance Program for stormwater best management practices by nonagricultural landowners.

Requires the Soil and Water Conservation Commission to prepare annual reports on program implementation by January 31 and establishes that debris removed must be disposed outside the 100-year floodplain to prevent future blockages.
