Authorizes the Division of Motor Vehicles to produce a North Carolina Association of Fire Chiefs special registration plate for registered vehicle owners.

Plate design features a black background with a red line across the top, "North Carolina" displayed along the bottom, the Association of Fire Chiefs logo on the left side, and four assigned or personalized characters ending with the suffix "FO."

Establishes an additional registration fee of $30.00 for the special plate, with $10.00 directed to the Special Registration Plate Account and $20.00 to the Collegiate and Cultural Attraction Plate Account.

Requires the Division of Motor Vehicles to transfer quarterly funds from the Collegiate and Cultural Attraction Plate Account derived from Fire Chiefs plate sales to the North Carolina Association of Fire Chiefs for education programs for North Carolina firefighters.

Effective date of July 1, 2021.
