Establishes the North Carolina Healing Arts Commission with 7 members (3 public members and 2 members each from reflexology and music therapy professions) to regulate healing arts practices, with initial appointments by January 1, 2022.

Creates certification requirements for reflexologists requiring national certification from the American Reflexology Certification Board, good moral character, age 18+, and a $100 certification fee renewable every 5 years.

Creates certification requirements for music therapists requiring bachelor's degree in music therapy from AMTA-accredited program, MT-BC certification, minimum 1,200 hours of clinical training, good moral character, age 18+, and a $100 certification fee renewable every 5 years.

Establishes separate advisory committees for reflexology and music therapy to screen applicants, conduct investigations, and recommend disciplinary actions to the Commission.

Prohibits noncertified individuals from providing reflexology or music therapy services for compensation; violators face civil penalties up to $200 for individuals and $500 for businesses, plus potential Class 1 misdemeanor charges for third and subsequent violations.
