Appoints two members of the North Carolina House of Representatives and two members of the North Carolina Senate to the Board of Governors of the University of North Carolina, beginning in 2021 and every two years thereafter.

Appointed legislators are recommended by the President Pro Tempore of the Senate (for Senate members) and the Speaker of the House (for House members).

Legislative appointees serve two-year terms commencing on July 1 of odd-numbered years with all membership rights and privileges except voting authority.

Limits legislators to serving a maximum of two full two-year terms on the Board, with service in an ex officio capacity that does not constitute holding an office for dual office-holding purposes.

Vacancies are filled by the General Assembly through the same appointment process; vacancies remain unfilled until replaced, and a legislator's position becomes vacant if they resign or are removed from the legislature.
