H460 - Elk Conservation License Auction/Raffle

• Wildlife Resources Commission shall issue one Elk Conservation License through auction and one through raffle, each authorizing the holder to take one male branch antlered elk during the hunting season in the year the act becomes effective

• Nonprofit wildlife conservation organization designated as the largest dedicated to promoting hunting, fishing, and outdoor youth programs shall conduct the auction and retain 40% of auction proceeds, with remaining proceeds deposited in the Wildlife Fund for elk conservation and management

• Commission may retain actual administrative costs of the raffle, with remaining raffle proceeds deposited in the Wildlife Fund for elk conservation and management; all funds shall supplement rather than replace other budgeted elk management funds

• Licenses obtained through auction or raffle are nontransferable and cannot be resold or reassigned; licensee must report the kill to the Commission and comply with Commission rules requiring positive identification of the carcass

• Commission shall submit a report by March 1, 2022 to the Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources and Fiscal Research Division detailing funds raised and recommendations on continuing the programs
