Appropriates $9,875,400 from the General Fund to the Department of Natural and Cultural Resources to acquire and protect historic properties related to the American Revolution.

Authorizes purchase of approximately 194 acres containing Hayes Manor and the Samuel Johnston Historic Farm in Chowan County to be added to Edenton State Historic Site.

Authorizes purchase of approximately 48 acres adjacent to Moore's Creek National Battlefield in Pender County, with the Department to seek a Memorandum of Agreement with the National Park Service for site management.

Authorizes purchases of land adjacent to Alamance Battleground State Historic Site (2.35 acres) and Charlotte Hawkins Brown State Historic Site (100 acres), plus 245 acres at Shallow Ford of the Yadkin in Forsyth County.

Authorizes purchase of conservation and preservation easements for approximately 40 acres at Watauga Town and approximately 2.6 acres plus a 0.7-acre easement at Nikwasi Town in Macon County, both Cherokee settlement sites.

Requires the Department to partner with nonprofit organizations for funding and in-kind contributions and to report to the legislature by April 1, 2022, on estimated recurring costs for site acquisition, maintenance, and operation.
