Authorizes North Carolina Division of Motor Vehicles to produce a special registration plate for electric vehicles registered to motor vehicle owners.

Electric Vehicle plate features two different shades of blue background with "Electric Vehicle" displayed on top banner and "North Carolina" on bottom, plus a logo of a vehicle and lightning bolt followed by four assigned or personalized characters ending with suffix "EV".

Establishes an additional $10.00 fee for Electric Vehicle special registration plates, charged on top of regular motor vehicle registration fees, with the $10 fee credited to the Special Registration Plate Account (SRPA).

Directs the Revisor of Statutes to alphabetize, number, and renumber all special registration plates in North Carolina General Statutes sections 20-63(b1), 20-79.4(b), and 20-81.12 to ensure alphabetical order.

Effective date is July 1, 2021.
