Authorizes elected officials and persons appointed to fill elective offices in North Carolina to carry concealed firearms while performing official duties if they possess a valid concealed handgun permit.

Prohibits elected officials from carrying concealed weapons while consuming alcohol or unlawful controlled substances, or while such substances remain in their body.

Exempts elected officials from certain firearm area prohibitions under G.S. 14-415.11(c), allowing them to carry in areas otherwise restricted to district attorneys, judges, magistrates, and other specified officials.

Does not exempt elected officials from provisions of G.S. 14-269.2, which contains additional firearm restrictions.

Becomes effective upon enactment and applies to offenses committed on or after that date.
