Requires farmers and property owners holding depredation permits to annually report the number and sex of all deer taken to the Wildlife Resources Commission using electronic mail or online reporting process.

Extends annual reporting requirement to property owners or lessees who take deer while committing depredations without a permit or license.

Authorizes depredation permit holders to donate deer meat to charitable organizations.

Requires the Wildlife Resources Commission to revoke depredation permits for deer if the permittee commits wanton waste, defined as killing and improperly disposing of or deliberately wounding a deer.

Directs the Wildlife Resources Commission to aggregate permitted and nonpermitted depredation reports and report total annual deer takings to House Wildlife Committee chairs upon next General Assembly convening.
