Authorizes municipalities with populations of 100,000 or more to permit temporary event venues lasting no longer than 72 hours in existing public or private buildings.

Allows temporary event venues to operate as permitted accessory uses in any zoning district without requiring special use permits or zoning map amendments.

Limits permitted temporary event venues to a maximum of 24 events per calendar year unless a rezoning application is pending, which may allow additional events.

Requires local governments to conduct safety inspections addressing structural stability, fire safety, and adequate toilet facilities before issuing or renewing permits at fees of up to $100 initially and $50 annually.

Exempts temporary event venues from North Carolina State Building Code permits for construction, installation, repair, replacement, or alterations required by local inspection or undertaken by the permittee.
