Amends the Charter of the City of New Bern (S.L. 2016-41) to authorize the city to accept payments in lieu of required sidewalk construction from developers.

Allows New Bern's development regulations to require developers to pay the city the cost of required sidewalk construction instead of constructing the sidewalk themselves.

Gives the City of New Bern (not the developer) the authority to determine whether a developer must construct the sidewalk or pay construction costs in lieu of construction.

Requires in-lieu payments received by the city to be placed in a designated fund used for general sidewalk construction throughout the city.

Takes effect upon becoming law and applies to development projects pending on or after the effective date.
