Appropriates nonrecurring funds from the General Fund to the City of Roanoke Rapids for the 2021-2022 fiscal year to develop an economic development strategy for the Interstate 95 Exit 171 corridor area.

Plan must address land use planning, infrastructure development, business recruitment, and coordination with Exit 173 business community, Premier Boulevard extension, and North Carolina Highway 125 widening.

Required plan elements include business recruitment campaign, competitive advantages statement, target industry analysis, branding and marketing strategy, zoning recommendations, economic incentives identification, demand modeling, and infrastructure stability measures.

City may employ a national business recruitment firm with expertise in economic research, entrepreneurship, and retail real estate.

Act becomes effective July 1, 2021.
