Appropriates $500,000 in nonrecurring funds to the North Carolina Justice Academy to purchase two virtual training simulators, with one located at the Salemburg Campus and one at the Edneyville Campus.

Appropriates $2,500,000 in nonrecurring funds to the Community Colleges System Office to purchase 10 virtual training simulators distributed evenly throughout the state on community college campuses.

Requires the simulators to train law enforcement officers on appropriate use of lethal and nonlethal weapons, de-escalation techniques, and to present scenarios with racial, cultural, and developmental diversity.

Makes the simulators available for basic and in-service law enforcement training for all North Carolina law enforcement agencies.

Becomes effective July 1, 2021.
