Authorizes the Division of Motor Vehicles to issue certificates of title for all-terrain vehicles and utility vehicles upon application and payment of established fees.

Requires application forms to include the owner's name, mailing address, residence address, driver's license number, and vehicle description (make and model).

Permits the Division to refuse registration and transfer of registration for utility vehicles while allowing certificates of title to be issued for those vehicles.

Maintains the prohibition on golf cart registration while creating a distinction between utility vehicles (which can be titled) and other restricted vehicles.

Becomes effective October 1, 2021.
