Disaster Relief and Mitigation Act of 2021 (H500)

• Establishes and expands the North Carolina Office of Recovery and Resiliency (NCORR) within the Department of Public Safety to coordinate disaster recovery, resiliency planning, and hazard mitigation across state agencies and local governments.

• Appropriates approximately $184.6 million in nonrecurring and recurring funds for disaster relief and flood mitigation activities, including $32.2 million for Neuse River projects, $36.5 million for Lumber River projects, and $20 million for statewide Flood Resilience Blueprint development.

• Creates grant programs for local governments and communities to support resilience planning, capacity building, infrastructure projects for flood mitigation, and living shorelines in coastal areas.

• Establishes the Disaster Relief and Mitigation Fund ($20 million) and Transportation Infrastructure Resiliency Fund ($20 million) to support regional flood mitigation and transportation infrastructure improvements.

• Expands the Joint Legislative Emergency Management, Disaster Recovery, and Resiliency Activities Oversight Committee's authority to examine building codes, flood preparedness, and natural disaster recovery efforts, with preference for appointing members from disaster-impacted areas.
