Prohibits any person from knowingly manufacturing, using, or distributing per-fluoroalkyl and poly-fluoroalkyl substances (PFAS) within North Carolina or for export, except for products specifically authorized or required under federal law.

Establishes civil penalties of up to $5,000 for violations, or up to $25,000 if the violation involves hazardous waste, with repeat offenses subject to penalties up to $10,000 per occurrence and a monthly cap of $200,000.

Requires the Secretary to notify violators of penalties by registered or certified mail, with violators able to contest assessments within 30 days or request remission within 30 days.

Appropriates $100,000 in nonrecurring funds to the Department of Environmental Quality for the 2021-2022 fiscal year to fund PFAS monitoring and enforcement activities.

Takes effect upon becoming law.
