• Establishes Social Determinants of Maternal Health Task Force to coordinate state agency efforts addressing non-clinical factors affecting pregnant and postpartum individuals, with reporting requirements by October 1, 2023.

• Creates Maternal Mortality Prevention Grant Program awarding up to 5 competitive grants ($10,000-$50,000 each) to community-based organizations led by Black women for programs addressing maternal health disparities, with emphasis on mental health, social determinants, and perinatal support services.

• Requires all health care professionals engaged in perinatal care to complete evidence-based implicit bias training by December 31, 2022, with training renewal required at license renewal; establishes perinatal care patient rights including freedom from discrimination and informed consent.

• Directs Department of Health and Human Services to study coordination of veterans maternity care services and conduct data collection on COVID-19 impacts on pregnant and postpartum individuals, with $529,311 in recurring and $3.5 million in nonrecurring funds appropriated for 2021-2022.
