Modifies G.S. 136-189.10(2)g. to expand eligible uses of Strategic Transportation Investments (STI) funds to include "Federal and local government funded" independent bicycle and pedestrian improvements, removing the previous "Federally" limitation.

Changes G.S. 136-189.11(d)(3)c. from prohibiting Department support for federal and local government funded bicycle and pedestrian projects to allowing such support, with exceptions for federal funds already administered by the Department for that purpose.

Exempts municipal matching funds committed toward federal funds administered by the Department for bicycle and pedestrian improvements from the limitation on Department financial support.

Grandfathers projects in the State Transportation Improvement Program scheduled for construction as of October 1, 2013, in fiscal years 2012-2013, 2013-2014, or 2014-2015 from the restrictions.

Becomes effective upon enactment.
