Modifies the method for filling vacancies on the Winston-Salem/Forsyth County Board of Education by requiring appointment by remaining board members in accordance with G.S. 115C-37.1

Removes the previous exception that vacancies could bypass standard procedures, instead making all vacancies subject to the same appointment process

Adds Forsyth County to the list of counties covered under G.S. 115C-37.1, which includes 27 specified North Carolina counties

Becomes effective upon passage and applies to all vacancies on the Winston-Salem/Forsyth County Board of Education occurring on or after the effective date
