Requires courts to ensure alternate jurors do not discuss the case with anyone until they replace a juror or are discharged.

Expands the timing for when alternate jurors can replace regular jurors to "at any time prior to a verdict being rendered" rather than only before final submission to the jury.

Mandates that if an alternate juror replaces a juror after deliberations have begun, the court must instruct the jury to begin deliberations anew.

Maintains the requirement that no more than 12 jurors participate in jury deliberations, even with alternates present.

Applies changes to alternate juror procedures in capital cases, DWI sentencing hearings, and general jury trials, effective October 1, 2021.
