Requires all North Carolina health benefit plans that cover oral anticancer drugs to provide coverage on a basis no less favorable than coverage for intravenously administered or injected anticancer drugs.

Prohibits health plans from imposing prior authorization requirements, dollar limits, copayments, coinsurance, deductibles, or other out-of-pocket expenses on oral anticancer drugs that do not apply to intravenous or injected anticancer drugs.

Prevents insurers from achieving compliance by reclassifying anticancer drugs or increasing patient cost-sharing, and requires any increases in out-of-pocket expenses for anticancer drugs to also apply to the majority of comparable medical or pharmaceutical benefits.

Grants the Commissioner of Insurance authority to enforce the provisions and adopt temporary rules for implementation.

Becomes effective upon passage and expires 60 days after Executive Order No. 116 (COVID-19 State of Emergency declaration) expires or is rescinded.
