Authorizes children of active duty military personnel to attend public schools in a local school administrative unit without tuition if a commanding officer provides written certification that military orders prevent the parent from physically residing with the student, effective with the 2021-2022 school year.

Permits students to enroll in public schools of a local school administrative unit if they reside with a parent, legal guardian, or legal custodian on active military duty assigned by official military order to a military installation or reservation in North Carolina.

Allows dependent relatives of Armed Forces members reassigned outside North Carolina to maintain in-state tuition rates at higher education institutions if they were enrolled in a North Carolina high school at the time of application and enroll in college by the fall semester immediately following admission.

Extends the same continuous enrollment and in-state tuition eligibility provisions to dependent relatives of Armed Forces members applying to eligible private postsecondary institutions, provided they meet enrollment requirements.

Clarifies that false information in required affidavits can result in student removal from school and subjects willful violators to Class 1 misdemeanor charges plus repayment of education costs.
